Criminals walk the streets

So Francis Guess was assaulted and almost killed by Kenneth John Gipson, an ex-convict who has been charged with 97 offenses since 1987. In a society ruled by common sense, somebody would have killed this pest a long time ago. But, we live in a society ruled by politicians and lawyers. So Gipson remained free to strike again.
